Police yet to file chargesheet in Garu rape and murder case

ITANAGAR, Sept 23: With almost a month passing of the case of the 35 year-old mother of three who was raped and brutally murdered in her own cultivated field near Garu village under Gensi Circle of West Siang district on August 29 last, Gensi police is yet to file charge sheet.

According to the Investigating Officer (IO) of the case SI M Nyori, the case is still in its investigation stage and the evidences pertaining to the case is yet to be sent to Kolkata for its forensic analysis.

In the absence of Forensic Laboratory in the state to examine materials vital to cases, it has to be sent to the Forensic Science Laboratory at Guwahati.

“But recently, we have received a letter from Guwahati Forensic Centre saying that it is unable to cater to so many cases from all over North East Region. So we have been asked to send the evidence to Kolkata,” informed the IO.

The alleged rapist and murdered, identified as Bohuna Das of Harmutty, Assam, worked as a handyman of a truck when he committed the crime. The accused is in the custody of District Jail, Aalo.

The forensic science laboratory can effectively examine physical evidence and play a vital role in detecting the crimes thereby leading to the nabbing of criminals and even convicting those involved in crimes, however with the absence of one in the state, the investigations are hampered and cases backlogged.

 

 

Lazu cut off

MLA & DC visit blockade point

KHONSA, Sept 23: Lazu circle has been cut off from rest of the world for the last 3 months and people of the circle are facing acute problems due to shortages in food stuff and other essential commodities because of road blockage.

Khonsa West MLA Tirong Aboh and Tirap Deputy Commissioner Kamlesh Kumar Joshi accompanied by Commandant BRTF Major Salil Jain visited the road blockade point at Lazu and conducted a public meeting today.

Speaking on the occasion, Aboh urged the BRTF and District Administration for immediate restoration of the road. He assured to appraise the problem to the state government for immediate relief and also suggested to BRO (BRTF) for alternate road as permanent solution.

Joshi also emphasized on restoration of the road and urged the villagers not to indulge into boulder extraction during the winter season.

The Commandant BRO (BRTF) Major Salil Jain assured to restore the blockade point within a month based on fund availability. He said that due to continuous heavy rainfall permanent maintenance work couldn’t be done now. However, benching system construction will be introduced in order to avoid further landslide in this sinking zone.

Earlier, ZPM Lazu block, Ngokey Hodong also assured to provide possible support and help for road restoration work.

Walk along the Sabarmati

The Chinese president’s visit to India and subsequent uproar over the report that people/employees from North East region were kept away from the way of the visiting dignitary reminded yours truly of an incident that happened many years ago.

At a meeting in Delhi, a co-participant announced that people from North East appear very similar to each other and that it was difficult to make out the facial differences, much to the annoyance of a colleague from the region, who was unofficially crowned the beauty queen from among the participants.

Allegedly, in order to prevent the Tibetans from protesting, the lazy Gujrat Police decided to opt for the easiest route and put a blanket ban on people with small slit eyes from appearing anywhere near the visiting delegation.  The trick worked as the walk along the Sabarmati and the dinner (apparently one of the Chefs was from North East) went off smoothly.

By the time, the Chinese delegation reached Delhi; the media had already picked up on the report that came from Gujrat based paper regarding the literal sweeping under the carpet of the Chinkies.  

One can only sympathise with the media house as by now certain forces must have swarmed all over it.

The ministry of Home affairs is reported to have asked the intelligence bureau to find out if report of keeping  the people from the region out of the way of the visiting delegation is indeed true.  It’s a sheer waste of time for the ministry and the hotel in question and its employees since nothing substantial will come out as every mandarin responsible for the incorrigible decision will pass the buck.

The “similar” facial structure of the people from North East might confuse most people who do not belong to the region but how do one explain the fact that  Kiren Rijiju, the darling of the masses, the poster boy of the media, one and only Minister of state for Home was also kept out?

Of the 15 agreements, none fall under his ministry but he certainly should have been invited to the state banquet hosted by the President of India as he holds one

of the key portfolios. 

One can understand the reluctance of the centre to keep him at the forefront as Rijiju has been one of the most outspoken critics of the Chinese antics including issue of staple visa, intrusions and rights of the Tibetans.  But by keeping Rijiju out of the official engagements, the centre has clearly sent a message that it does not want to offend the mighty Chinese. 

We don’t blame the Minister for maintaining silence, for obvious reasons.

And in Arunachal, the young students across many schools will continue to take the “I am an Indian” pledge every morning; the gaon burahs will continue to greet each other “Jai Hind”, the visiting dignitaries from elsewhere in India will continue to say that Arunachal is an integral part of India.

 

 

DA conducts raid, arrests 1 for LPG black-marketing

ITANAGAR, Sept 23: Capital District Administration along with City Police is conducting night patrolling, surprise checking and raids in suspected establishments within its jurisdiction.

An official team led by town magistrate Nangram Pingkap, along with Naharlagun police conducted a raid at Naharlagun today and arrested an employee of a Gas Agency for black marketing of highly subsidized domestic LPG. Huge consignments of LPG cylinders have been seized from his possessions which were kept in an unauthorized place. The employee has been under scanner of the competent authority for the last several weeks.  

Following a tip off the employee in question has been trapped by the official team led by Town Magistrate, when his wife was selling an LPG cylinder for Rs 1200 to a dummy customer. The town magistrate has cautioned that such kind of surprise checking and raids will be continued in all suspected locations soon. Meanwhile, taking serious note of black marketing of LPG cylinder at Naharlagun, Capital Deputy Commissioner Mige Kamki has directed all administrative officers of the capital region to keep extra vigil and to ensure zero tolerance against illegal activities taking place within their respective administrative jurisdiction. Such illegal activities are the root cause of artificial shortage of essential commodities in the market; the DC said and sought cooperation from all concern to assist the district administration in tackling this kind of menace.

"General consumers should not be allowed to suffer for no fault of theirs,” the DC added.

 

 

Check gate at Ziro

ZIRO, Sept 23: The much awaited police check gate at the entry point of Lower Subansiri district headquarter Ziro has finally come up with the initiative of Lower Subansiri deputy commissioner Krishna Mohan Uppu and Superintendent of Police Tumme Amo.

The check gate set up near Town Baptist Church at Pai Gate, Hapoli has started functioning from the second week of this month which is presently being manned by IRBn personnel under Superintendent of Police, Lower Subansiri.

There is also another proposal to set up a police naka at Lempia tri-junction. It is likely to come up soon as the deputy commissioner has personally inspected the spot recently, said T. Mingki OC police station, Ziro.

Taking serious note of the growing incidents of crimes in Lower Subansiri district HQ Ziro, various NGOs and organizations based in Ziro Valley including Hapoli Market Traders Association, Apatani Youth Association have been demanding the concern authority repeatedly for the last many years for enhancement of manpower of police department and creation of infrastructure like police checking point, erection of high-mast towers, installation of CCTV cameras etc. DC Krishna Mohan Uppu and SP Tumme Amo who viewed the demands as genuine and necessary, have taken the initiative not only in setting up of the nakas but also the other demands including registration of tenants which is already in progress.

Bullo Tatu, a resident of Reserve Line area while appreciating the initiative of the district administration and police department, said that the check point will serve like a double filtration in checking illegal transportation of drugs, entry of outsiders without having inner-line permit, and also help in arresting the culprits who try to escape after committing crime.

“We check vehicles here to prevent carrying of illegal goods such as drugs, illegal weapons etc, and also check vehicle for valid documents and inner line permit (ILP). The defaulters are referred to police station for further investigation and necessary action”, told an IRBN jawan at the gate.

 

 

Siang Tea provides training to rural craftswomen

RUKSIN, Sept 23: Stitching and designing of handloom products like cloths, which is an age–old practice among Arunachali tribal, is now being used as a tool to provide sustainable employment in the rural areas. While it has till now limited in traditional practices, the Siang Tea and Industries Pvt Ltd has now started giving training to rural craftsmen to provide them employment, and to boost the state’s economy.

The Siang Tea Industries Pvt Ltd, through implementing Integrated Skill Development Scheme (ISDS) sponsored by Ministry of Textile, Govt of India is providing basic training on stitching and designing of garments in rural areas of the state. It has already opened two training centres - one at Oyan and the other at Mirem, a remote village in East Siang district.

The implementing agency aims at development of hidden skills of rural craftsmen and generating self-employment through growing small scale textile industries of their own. The Project Coordinator of ISDS-run training courses, Marshal Jerang informed that two batches of trainees ‘cutting and tailoring’ have been passed out from the centres successfully. He further informed that field worker from ‘MODELAMA Exports’, a Delhi based agency visits their training centres and closely monitoring the ongoing activities.

“Taking the growing demand of textile training in rural areas into account, we are planning to open more such three centres in the Siang belt. Expertise development among the passed-out trainees has been made and we have a comprehensive plan to exhibit their products in national and international level”, said a visibly optimistic Jerang.

This correspondent, while visiting the textile training centres run by Siang Tea Industries, noticed enthusiastic efforts of the female trainees. Most of the trainees were housewives, who managed to spare time to avail the free training. “We are availing a right platform to improve skill on textile works and foreseeing an economic prospect in the future”, Oni Dupak, a housewife of Mirem village opined.

The Mirem village (Upper) Gaon Burah, Tajo Riba and village secretary Tapun Mesar, who accompanied the visit, expressed their hope that the efforts of Siang Tea Industries is creating self employment avenue among the rural entrepreneurs. Foreseeing development of handloom and handicraft industry in the area in the coming days, the duo village headmen requested the Siang Tea Industries activists to bring more projects such as Improved Weaving and Cane and Bamboo Crafts to the area.

 

 

Joint sitting of the District Health Society held

ROING, Sept 23: A joint sitting of the Governing Body and Executive Committee Meeting of District Health Society, was held at Roing today.

Deputy Commissioner cum chairman District Health Society Shiv Kumar advised the Medical Superintendent of District Hospital to deliver better services at OPD. He also asked the MOs posted in peripheral CHCs and PHCs to attend their duties sincerely and regularly.

He also directed the District Medical Officer to initiate disciplinary action against the irregular staff and also advised them to enhance their performance and deliver minimum basic health facilities in CHCs and PHCs too.

DMO cum CEO Governing Body, District Health Society Dr D Wange informed that defunct Medical Sub-Centres in remote villages will be identified and health camps will be organize in remote villages and free ante-natal check-up will be done.

District Programme Officers, Dr N. Yirang, incharge DRCHO cum DVBDCO Roing presented physical & financial achievements and target for the year 2014-15 under National Health Mission, Reproductive & Child Health – II and Routine Immunization and also about the National Vector Borne Disease Control programme. While Dr S J Metapo, DTO highlighted about the RNTCP and Dr L.C. Deori, DSO cum Medical Superintendent briefed about the Integrated Disease Surveillance programme and Rogi Kalyan Samiti, District Hospital, Roing.

While presenting the annual report of District Hospital and Physical Performance of Rogi Kalyan Samiti, Dr Deori informed that the District Hospital, Roing is facing shortage of ministerial staff, x-ray technician and radiologist.

Various issues confronting the smooth implementation of programmes and management of Hospital, CHCs & PHCs were also discussed in the meeting.

IA martyr remembered

AALO, Sept 23: The 5th wreath laying ceremony in memory of Late Tape Yajo, Kirti Chakra was organized by Indian Army along with family members at residence of Tama Yajo, Bogdo, Aalo yesterday.

Hailing from a small border Monigiong circle, West Siang district, he served the Indian Army for more than 12 years and finally laid down his life for the Nation in a gun battle with the terrorists on 22nd Sept 2008 in Punch, Jammu & Kashmir.

Late NK Tape Yajo was born on 19th August 1977 and enrolled in 1st Assam Regiment of Indian Army on 26th December 1995.

He was decorated with 50th year of Independence Anniversary Army Medals, Videsh Seva Medal with Clasp Bhutan, Special Service Medal with Clasp Suraksha, OP Rakshak Medal, High Altitude Medal, 9 Years long Service Medal and OP Parakram Medal which is a rare feat for any army men in the country.

It is worth mentioning that, a Sainik School has been upgraded in his name at Punch (Jammu & Kashmir) by Govt. of India and a Gym Club has been installed at Happy Valley (Shillong) in his name at Assam Regiment Training Centre by the Govt. of India.

The wreath laying programme was attended by Col K. Molhotra, Deputy Commander, 5Mt. Brigade, Col G.S Chundawat, CO 19th Grenadiers, Lt. Col N.S. Poul, Administrative Commandant and other Army Officers in presence of the relatives and family members of deceased soldier. DIPRO

 

 

AAPMMSU reiterates demands

PASIGHAT, Sept 23: All Arunachal Pradesh Medical Multi-Tasking Staff Union (AAPMMSU) has reiterated its five-point demand which included regularization of job.

Expressing dissatisfaction over state government’s apathy towards the problems faced by the Multi-Tasking employees in the health department, the Union president Panam Tayeng said “The health minister had assured us to fulfill our three demands out of the five, but no initiative has been taken yet in this regard. We are demanding the state government to look into the problems faced by the MTS with humanitarian ground as they are bound to engage  themselves in service round the week and round the clock”.

According to the Union, it had submitted a five-point memorandum to the health and family welfare minister during the beginning of August pleading him to redress the grievances faced by the Multi-Tasking Staffs (MTS) including the casual employees. The demands included enhancement of washing allowance for the MTS, introduction of 13 months’ salary for the C2 category employees in health department, regularization of job and compensatory service appointment. The Union claimed that the minister had assured them that their demands other than job regularization and compensatory service would be taken into consideration.

Tayeng resented that the MTS are drawing negligible washing allowance of Rs 15 per month even after implementation of 6th pay commission. The union also demanded for grant of uniform allowance of Rs 5000 per year.

Referring their demand of ‘compensatory service’, the Union also demanded the state government to ensure employment opportunity to kith and kin in case of death of employees, who are serving under C2 service category in health department.

According to AAPMMSU report, thousands of MTS have been serving in different ranks in Health & Family Welfare department of the state.

 

 

Custodial death alleged

ITANAGAR, Sept 23: The family members and relatives have lodged an FIR with Jairampur ADC against the OC and IO of Jairampur PS in connection with death of one Changong Ngaimong of Panchun village, Kharsang circle.

The deceased Changong, who was under Jairampur Police custody since May 15 last reportedly died on September 17 at around at 2.58 am, said the FIR.

While alleging custodial death of the person, the relatives in their FIR demanded an independent judicial inquiry into the case to unearth the actual cause of the person’s death.

The FIR claimed that the Changong was physically fit and sound when he was arrested in connection with JRP/PS/CASE No.19/2014. He was allegedly tortured by Assam Rifles personnel causing severe internal injuries leading to deterioration of his health which ultimately led to his death, the FIR claimed.

Meanwhile, All Changlang District Students Union (ACDSU), Kharsang Circle Unemployed Youth Association (KCUYA), Tangsa Youth Association (TYA) and Arunachal Pradesh Women Welfare Society (APWWS), Kharsang unit demanded to get the alleged death of Changong investigated by SIT within 10 days.

They informed that the deceased was referred to Civil Hospital Margherita, Assam for proper medical treatment on September 13 by Medical Officer Jairampur after diagnosing his critical health condition; but police allegedly did not take the matter seriously and failed to provide medical treatment at right time to save his life.

“The person died due to constant physical torture and deprivation of proper medical attention which is a gross violation of human rights”, they alleged in a joint press statement.

Cong fields Gabriel for Kanubari by-poll

ITANAGAR, Sept 23: Former Editor of the Dawnlit Post, an English daily and one of the senior journalists of state Gabriel D Wangsu has been declared as the official candidate of the Congress party for the October 15 Kanubari by-poll. Confirming this Arunachal Pradesh Congress Committee (APCC) President Padi Richo while talking to this daily informed that party is confident of retaining Kanubari seat which was represented by late veteran Congress leader Newlai Tingkhatra. The seat had fallen vacant after Tingkhatra passed away. Gabriel had unsuccessfully contested in 2009 and 2014 assembly elections. A resident of Hasse Russa village under Kanubari circle, Gabriel had graduated from government college Itanagar. He started his journalism career with the Echo of Arunachal  newspaper and had also worked as correspondent of The Telegraph, a national English Daily.

Sitang Mao-pi celebrated

ITANAGAR, Sept 23: The Theravada Buddhists community today celebrated the festival of Sitang Mao-pi at their respective Theravada Buddhist Temple enthusiastically.  

On the day, the believers clean their houses and granaries and assemble in the temple premises early in the morning to pay homage and reverence to Lord Buddha.

The Theravada Buddhists of capital complex joining the celebration assembled in the temple premises of Theravada Buddha Vihara and paid homage to triple gem of Buddha, Dhamma, Sangha. The monk chanted the moral precepts of Paanch Silas (five precepts) and the Attha-Silla (Eight precepts) before the devotees and in turn the devotees repeated the same and vowed to observe the moral precepts in their daily lives.

 

Training on RTI and good governance

ITANAGAR, Sept 23: Three days state level training for the PIO, APIOs and other officers of the directorate of fisheries on ‘Access to Information (RTI) and Good Governance’ begins at the Awareness Centre of the Directorate of Fisheries here today.

Inaugurating the training programme, Parliamentary Secretary (Fisheries) Karya Bagang highlighted the importance of RTI as a tool for seeking information. She exhorted the officers to maintain transparency at all cost in all official dealings and stick to the norms and guidelines of the government issued from time to time.

N Jamoh, Information Commissioner, GoAP, Huzar Lollen, Commissioner (Fisheries) & J Taba, Director of Fisheries also spoke on the occasion.  All of them gave emphasis on maintaining transparency, work culture, promptness in disposal of all official matters.

The programme was attended by all the district officers designated as PIOs/APIOs, officers and officials from the directorate, according to an official release.

APCC flays BJP

ITANAGAR, Sept 23: The Arunachal Pradesh Congress Committee (APCC) has dismissed what it termed “wild allegation” leveled by the BJP state Unit president Tai Tagak that people should remain vigilant on the misrule of the Congress in the State.

The APCC termed it as a political gimmick to befool the people of Longding district.

In a release, it said that the people of Tirap and Changlang districts are well versed with the good governance of Congress and shall vote for the party in the ensuing by-election in 58-Kanubari A/C.

The Congress Govt, in the State under the dynamic leadership of Chief Minister Nabam Tuki is performing well to the expectation of common citizens with a mission of people first govt, it said.

The allegation of the BJP that the State Govt will hoodwink and victimize the citizens in the name of vote bank politics is nothing but a sheer expression of frustration, the Congress party said.

BJP party cannot work for overall development of the State nor are they concerned with the grievances of the state as shown in the recent visit of Chinese Premier by excluding the lone BJP MP & Union Minister of State for Home Affairs Kiren Rijiju from all important programme, the party added.

“The theme ‘Nayee Soch Nayee Ummeed and Sabka Saath Sabka Vikas' launched by BJP State Unit is an eye-wash and lip promise and has nothing in reality. If BJP party is keen to do for the welfare of people should avoid their communal agendas so as to ensure a communal integration of the nation”, it said.

Instead of making irrelevant allegations, the Congress party suggested that the BJP who is in the helm of affairs in the Centre should bring permanent solution to the Inter-State and Inter-National border disputes, the release further added.

 

PIL dismissed

ITANAGAR, Sept 23: A PIL which was filed in the Itanagar Permanent Bench of Gauhati High Court against Department of Urban Development and Housing alleging that it retained an amount of Rs 23 lacs against the sanctioned amount of Rs 179.42 lakhs with malafide intension against the project C/O Permanent State cum Covered Gallery at Common Festival Ground, Naharlagun under NEC have been dismissed.

The case was dismissed with an exemplary cost of Rs 5000/- to be paid by the petitioner to the state legal services authority on or before September 30 next. The PIL was filed by one Phassang Nia of Kurung Kumey district.

 

APP shines at state taekwondo c’ship

ITANAGAR, Sept 23: Arunachal Pradesh Police team bagged six gold and three silver medals in the 22nd State Level Taekwondo Championship held at Doimukh recently.

The medal winners are, Gollo Nan, gold (PTC), Sorang Taram, silver (PTC), Nifa Tara, gold (PTC), Nabam Tahi, silver (security cell), Taba Nyakum, gold (L/Subansiri), Michi Tago, Silver (L/Subansiri), Lakshmi Mugli, gold (PTC), Tajin Boni, gold (PTC), Asha Panggeng, gold (PTC).

 

APATCYO reiterate demand

ITANAGAR, Sept 23: The Arunachal Pradesh Abo Tani Clans Youth Organization (APATCYO) has reiterated its demand of proper implementation of RTE 2009 in the state.

Its other demands to the state education minister include proper distribution of books and uniform, provision of mid-day meal, appointment of adequate numbers of school staffs and refund of admission fees taken from the students.

 

Organic certification workshop held

YINGKIONG, Sept 23: One day Workshop-Cum-Awareness and Training Programe on Organic Certification was organized at Yingkiong by the department of Horticulture in association with Yashowati Bio Multitech Unit-2 Tinsukia, Assam recently.

On the occasion, District Horticulture Officer Loki Ering highlighted about the importance and significance of organic farming and certification and mplementations of organic farming in the Upper Siang District.

Sanitation programme

ITANAGAR, Sept 23: A week-long sanitation programme will be conducted from Sept 26 to Oct 2 in all the Gram Panchayat segments as the ‘Swatchh Panchayats Saptah’ under the Dibang Valley district as part of Swatchh Bharat campaign to be launched in the district from Oct 2.  This was decided in a meeting held at Anini today to discuss the strategy to launch the “Swatchh Bharat“ campaign along with the rest of the country from Oct 2.

The meeting presided over by Deputy Commissioner Tamune Miso directed all the ZPMs and Gram Panchayats to conduct Gram Sabhas meeting in their respective Gram Panchayat segment with the citizen as well as Govt. functionaries such as ANM, AWW, Asha Worker  etc  on Sept 25 to explain and announce the Swatchh Panchayats Saptah.

Earlier, the DC explained the role of Gram Panchayats and Gram Sabhas in maintaining sanitation in rural areas.  DIPRO

 

Capacity building training held

ITANAGAR, Sept 23: The SSA/RTE Zilla Mission Upper Subansiri district conducted a one-day block level residential capacity building cum hands on training to six School Managing Committee (SMC) members including PRI members at nine educational blocks (Nacho, Limeking, Siyum, Taliha, Giba, Daporijo, Puchigeko, Dumporijo and Baririjo) from September 2 to 20 last. The training was organized under Community Mobilizer and Media Intervention.

Speaking during the inaugural session, MO Dr Depen Saikia advised the trainees to properly exercise their roles and responsibilities in order to provide quality education and proper implementation of SSA/RTE Act 2009.

Principal DIET, Daporijo Biren Dutta exhorted the trainees to help eradicate illiteracy and to adopt universal enrolment- Retention –Completion of Elementary Education of the children in the age group of 6 to 14.

 

Airmen publicity cum awareness campaign held

PASIGHAT, Sept 23: A selection team comprising of two Air Warriors from 11 Airmen Selection Center, VIP Chowk, Borjhar, Guwahati (Assam) conducted publicity cum awareness campaign for group ‘X’ & ‘Y’ trades for Arunachalee youths at JN College, Pasighat today.

While addressing the aspirants, Sergeant S. Ravi Kumar and Sergeant AR Pratap informed that after the initial selection procedure all have to go through a rigorous training and thereafter, depending on their performance they would be inducted and posted as Airmen at any of the Air Force Stations. They also highlighted about the various benefits given to an Airman and added that such publicity campaign would be conducted at Itanagar in November next.

Meanwhile, the East Siang Deputy Commissioner Nidhi Srivastava also said that Indian Air Force provides ample opportunities to young man joining as an Airman. The aspiring candidates could choose technical and non-technical trades depending upon their interest and eligibility. DIPRO

It’s all the same

Dear Editor,

Chinese President Xi Jenping’s recent visit again rekindled that North East India is a complicated part of the country.

During the visit, our beloved govt proved once again that whichever political party rule India they will not be able to provide identity to the people of the North East.

It is reported that north east people were asked to stay away from the hotel where the President was staying.

How long do we need to prove we are integral part of India?  When will we be free from such racial discrimination in our own country?

During election campaign in Manipur, Assam, Arunachal Narendra Modi's prominent promises were to provide security to us, free from racism and crimes but now we are seeing that his govt too is doing the same job as previous governments by sprinkling salt on yet to be recovered wounds.

Rape, trafficking, extortion, racism, sexual harassment and exploitation against north east people are splashed across news papers every day.

My prayer goes to our dearest state govt and centre to please come up with strong measures especially for North East people so that even we could enjoy rights in our mother land.

One more possible approach to end this agony is to have anti racism law which will mount up our rights and probably racial discrimination will end.

Ruined hope

Dear Editor,

In the wake of unnecessary delay of APPSCCE mains exam 2013-14, I beg to draw the attention of all towards the ruined hopes of serious aspirants. First of all I would appeal the aspirants to be very cautious about their way of proceeding against the commission.

We can fight the Commission later on but we can't take back our lost time and effort. Hundreds of aspirants have sacrificed their careers with a sole motive to crack this exam. So it would be good if the exam resumes within two weeks with enquiry side by side.

The Commission is to be punished if controversy turns out to be true but do we have any substantial proof to prove the leakage of G.S paper II?

If it was leaked then who is the person to whom it was leaked to? Is that person not to be equally punished and put behind bars?

What is the basis of the claims of possibility that the other papers were also leaked? Is it good that the future civil service aspirants are easily moved by mere information?

The court gives verdict based on solid proof and not on emotions. So if there is no solid proof till date then we are wasting our time and energy. Unfortunately this time again like any other exam there are many candidates who demand re-examination of whole set of papers maybe because they didn't perform well in the papers they have already appeared or otherwise.

The demand for re-examination of whole set of paper without any solid proof of leakage of other papers is totally unacceptable since it takes at least one year to prepare for English, Essay, G.S paper 1 and paper 2.

Therefore, the enquiry committee and viewers should keep these things in mind and in the absence of any substantial proof of leakage of any other papers, the G.S paper 2 should be made qualifying paper for all the candidates and the rest of the exam should continue immediately keeping in view the huge wastage of time and energy.

I lost my sweet, little loving nephew

Dear Editor,

With my broken heart, I write these few lines from my inner core of heart so that such painful incident may not happen again to any other parents. I am writing this letter not to blame anyone or not even for justice. Even if justice is met, I am not going to get back my sweet nephew Late Nending Hutto of class IX who always entertained everyone at home particularly his little sisters.

 I lost my sweet, little loving nephew on September 13’ 2014, which is unbelievable and no one can imagine that a teenage boy can take such a step. He gave up his life only because he did not want to go back to his hostel where he studied. Reason being that, the teachers of that school brutally beat him up in the name of school discipline just few days before his death, because of which he ran away from the Hostel and came home without informing the school authorities.

Later, it was revealed that such barbaric torture was meted out to him on many occasions. I do not want to mention the name of the school because it is of no use for me and will not serve any purpose to his Mummy and Papa who are passing their days with tears.

Two days after he had come from hostel, the unfortunate parents asked him to go back to school, but my nephew refused right away saying that he will never go back to that particular school because he knew that he will be beaten up again.

At 16 years of age, he chose to give up his life without saying anything.

I would like to appeal to the school authorities, especially the hostel wardens not to harass students in such a way that students find it easier to give up on their lives than to go back to school and hostels.

Let us pray for my loving nephew’s soul so that he rest in peace.

Cases of child molestation and sexual harassment

Dear Editor,

Through your esteemed daily, I would like to draw the kind attention of the concerned authority towards appointment of teachers in private boarding school. In recent past there were many cases of child molestation and sexual harassment in boarding schools in Arunachal Pradesh.

Recently in St Xavier’s International School, Aalo there was one such incident where one of the teachers, Prabat Kumar had sexually harassed and molested many students of the Institution by showing x rated films on his laptop.

It is seen from the press release of DIPRO, Aalo which was published in your daily on 17th Sept’14 under the heading “Protesters demand capital punishment for rapist-killer”, it appears that a single student at St. Xavier’s School, Aalo was molested.  More than ten children were molested by the accused teacher.

Statement of some of the victimised children revealed that on 8th Sept’ 2014, they were sexually harassed and molested and on the same evening they complained the incident to the Vice-Principal of the school.

Shockingly, the chairman issued an order on 09-09-2014 to all the concerned parents/guardians not to take out their wards from the school campus on parents visiting day on 13th Sept’14.

The graphic details of the sad story of Child Molestation and Sexual Harassment in St. Xavier’s International School were disclosed during the parents visiting day on 13 Sept 2014 where some of the children shared this incident with their parents.

Now some question arises.

Even after knowing the whole incident, why the school chairman and the Vice-Principal, who was in-charge Principal, did not initiate any action against accused teacher before 13th Sept’14?

Why did the chairman of the school advise the children not to disclose the matter to their parents? Why and how the chairman of the school promptly issued order to all the concerned parents/guardians not to take out their wards on parents visiting day, after knowing the incident?

A child-friendly school should ensure every child an environment that is physically safe, emotionally secured and psychologically enabling. The teachers who are the important factor in creating an effective and inclusive classroom are indulging in child molestation and sexual harassments, who do we believe in?

Therefore, I appeal every sections of the society to condemn such kind of inhuman acts and the culprit teacher must be given punishment.

Chinese double standard exposed

Chinese president Xi Jinping’s statement asking People's Liberation Army (PLA) to be combat ready to win a "regional war" is sending confusing signals to the people of India. His statement comes at a time when Indian and Chinese soldier is in a stand-off at Chumar sector in Ladakh region. Many thought that recent meeting between President Xi and Prime Minister Narendra Modi at Delhi will thaw the relation between two neighbours. But contrary to the expectation tension has only heightened in recent days as PLA soldiers walked into Indian Territory at Chumar sector and is still refusing to leave from Indian Territory.

Keeping in mind such tense situation, the latest statement from president Xi is like adding fire to the fuel. However in a damage control exercise today China termed as "wild guess" reports that President Xi Jinping's comments asking the PLA to improve its ability to win a regional war were made in the context of the border stand-off with India. Chinese foreign ministry spokeswoman Hua Chunying stated that leadership of the two countries has reached a consensus to solve the boundary dispute through friendly consultations. Chinese should not adopt double standard attitude. They cannot afford to talk of peace and improving relation with India, when their soldiers are disrespecting territorial integrity of neighbour at international border.
