Police yet to file chargesheet in Garu rape and murder case

ITANAGAR, Sept 23: With almost a month passing of the case of the 35 year-
According to the Investigating Officer (IO) of the case SI M Nyori, the case is still in its investigation stage and the evidences pertaining to the case is yet to be sent to Kolkata for its forensic analysis.
In the absence of Forensic Laboratory in the state to examine materials vital to cases, it has to be sent to the Forensic Science Laboratory at Guwahati.
“But recently, we have received a letter from Guwahati Forensic Centre saying that it is unable to cater to so many cases from all over North East Region. So we have been asked to send the evidence to Kolkata,” informed the IO.
The alleged rapist and murdered, identified as Bohuna Das of Harmutty, Assam, worked as a handyman of a truck when he committed the crime. The accused is in the custody of District Jail, Aalo.
The forensic science laboratory can effectively examine physical evidence and play a vital role in detecting the crimes thereby leading to the nabbing of criminals and even convicting those involved in crimes, however with the absence of one in the state, the investigations are hampered and cases backlogged.
MLA & DC visit blockade point
KHONSA, Sept 23: Lazu circle has been cut off from rest of the world for the last 3 months and people of the circle are facing acute problems due to shortages in food stuff and other essential commodities because of road blockage.
Khonsa West MLA Tirong Aboh and Tirap Deputy Commissioner Kamlesh Kumar Joshi accompanied by Commandant BRTF Major Salil Jain visited the road blockade point at Lazu and conducted a public meeting today.
Speaking on the occasion, Aboh urged the BRTF and District Administration for immediate restoration of the road. He assured to appraise the problem to the state government for immediate relief and also suggested to BRO (BRTF) for alternate road as permanent solution.
Joshi also emphasized on restoration of the road and urged the villagers not to indulge into boulder extraction during the winter season.
The Commandant BRO (BRTF) Major Salil Jain assured to restore the blockade point within a month based on fund availability. He said that due to continuous heavy rainfall permanent maintenance work couldn’t be done now. However, benching system construction will be introduced in order to avoid further landslide in this sinking zone.
Earlier, ZPM Lazu block, Ngokey Hodong also assured to provide possible support and help for road restoration work.

But by keeping Rijiju out of the official engagements, the centre has clearly sent a message that it does not want to offend the mighty Chinese.
We don’t blame the Minister for maintaining silence, for obvious reasons.
And in Arunachal, the young students across many schools will continue to take the “I am an Indian” pledge every morning; the gaon burahs will continue to greet each other “Jai Hind”, the visiting dignitaries from elsewhere in India will continue to say that Arunachal is an integral part of India.
DA conducts raid, arrests 1 for LPG black-
ITANAGAR, Sept 23: Capital District Administration along with City Police is conducting night patrolling, surprise checking and raids in suspected establishments within its jurisdiction.
An official team led by town magistrate Nangram Pingkap, along with Naharlagun police conducted a raid at Naharlagun today and arrested an employee of a Gas Agency for black marketing of highly subsidized domestic LPG. Huge consignments of LPG cylinders have been seized from his possessions which were kept in an unauthorized place. The employee has been under scanner of the competent authority for the last several weeks.
Following a tip off the employee in question has been trapped by the official team led by Town Magistrate, when his wife was selling an LPG cylinder for Rs 1200 to a dummy customer. The town magistrate has cautioned that such kind of surprise checking and raids will be continued in all suspected locations soon. Meanwhile, taking serious note of black marketing of LPG cylinder at Naharlagun, Capital Deputy Commissioner Mige Kamki has directed all administrative officers of the capital region to keep extra vigil and to ensure zero tolerance against illegal activities taking place within their respective administrative jurisdiction. Such illegal activities are the root cause of artificial shortage of essential commodities in the market; the DC said and sought cooperation from all concern to assist the district administration in tackling this kind of menace.
"General consumers should not be allowed to suffer for no fault of theirs,” the DC added.

AALO, Sept 23: The 5th wreath laying ceremony in memory of Late Tape Yajo, Kirti Chakra was organized by Indian Army along with family members at residence of Tama Yajo, Bogdo, Aalo yesterday.
Hailing from a small border Monigiong circle, West Siang district, he served the Indian Army for more than 12 years and finally laid down his life for the Nation in a gun battle with the terrorists on 22nd Sept 2008 in Punch, Jammu & Kashmir.
Late NK Tape Yajo was born on 19th August 1977 and enrolled in 1st Assam Regiment of Indian Army on 26th December 1995.
He was decorated with 50th year of Independence Anniversary Army Medals, Videsh Seva Medal with Clasp Bhutan, Special Service Medal with Clasp Suraksha, OP Rakshak Medal, High Altitude Medal, 9 Years long Service Medal and OP Parakram Medal which is a rare feat for any army men in the country.
It is worth mentioning that, a Sainik School has been upgraded in his name at Punch (Jammu & Kashmir) by Govt. of India and a Gym Club has been installed at Happy Valley (Shillong) in his name at Assam Regiment Training Centre by the Govt. of India.

ITANAGAR, Sept 23: The family members and relatives have lodged an FIR with Jairampur ADC against the OC and IO of Jairampur PS in connection with death of one Changong Ngaimong of Panchun village, Kharsang circle.
The deceased Changong, who was under Jairampur Police custody since May 15 last reportedly died on September 17 at around at 2.58 am, said the FIR.
While alleging custodial death of the person, the relatives in their FIR demanded an independent judicial inquiry into the case to unearth the actual cause of the person’s death.
The FIR claimed that the Changong was physically fit and sound when he was arrested in connection with JRP/PS/CASE No.19/2014. He was allegedly tortured by Assam Rifles personnel causing severe internal injuries leading to deterioration of his health which ultimately led to his death, the FIR claimed.
Meanwhile, All Changlang District Students Union (ACDSU), Kharsang Circle Unemployed Youth Association (KCUYA), Tangsa Youth Association (TYA) and Arunachal Pradesh Women Welfare Society (APWWS), Kharsang unit demanded to get the alleged death of Changong investigated by SIT within 10 days.
They informed that the deceased was referred to Civil Hospital Margherita, Assam for proper medical treatment on September 13 by Medical Officer Jairampur after diagnosing his critical health condition; but police allegedly did not take the matter seriously and failed to provide medical treatment at right time to save his life.
“The person died due to constant physical torture and deprivation of proper medical attention which is a gross violation of human rights”, they alleged in a joint press statement.

Training on RTI and good governance
ITANAGAR, Sept 23: Three days state level training for the PIO, APIOs and other officers of the directorate of fisheries on ‘Access to Information (RTI) and Good Governance’ begins at the Awareness Centre of the Directorate of Fisheries here today.
Inaugurating the training programme, Parliamentary Secretary (Fisheries) Karya Bagang highlighted the importance of RTI as a tool for seeking information. It’s all the same
Dear Editor,
Chinese President Xi Jenping’s recent visit again rekindled that North East India is a complicated part of the country.
During the visit, our beloved govt proved once again that whichever political party rule India they will not be able to provide identity to the people of the North East.
It is reported that north east people were asked to stay away from the hotel where the President was staying.
How long do we need to prove we are integral part of India? When will we be free from such racial discrimination in our own country?
During election campaign in Manipur, Assam, Arunachal Narendra Modi's prominent promises were to provide security to us, free from racism and crimes but now we are seeing that his govt too is doing the same job as previous governments by sprinkling salt on yet to be recovered wounds.
Rape, trafficking, extortion, racism, sexual harassment and exploitation against north east people are splashed across news papers every day.
My prayer goes to our dearest state govt and centre to please come up with strong measures especially for North East people so that even we could enjoy rights in our mother land.
One more possible approach to end this agony is to have anti racism law which will mount up our rights and probably racial discrimination will end.

Ruined hope
Dear Editor,
In the wake of unnecessary delay of APPSCCE mains exam 2013-
We can fight the Commission later on but we can't take back our lost time and effort. Hundreds of aspirants have sacrificed their careers with a sole motive to crack this exam. So it would be good if the exam resumes within two weeks with enquiry side by side.
The Commission is to be punished if controversy turns out to be true but do we have any substantial proof to prove the leakage of G.S paper II?
If it was leaked then who is the person to whom it was leaked to? Is that person not to be equally punished and put behind bars?
What is the basis of the claims of possibility that the other papers were also leaked? Is it good that the future civil service aspirants are easily moved by mere information?
The court gives verdict based on solid proof and not on emotions. So if there is
no solid proof till date then we are wasting our time and energy. Unfortunately this

I lost my sweet, little loving nephew
Dear Editor,
With my broken heart, I write these few lines from my inner core of heart so that such painful incident may not happen again to any other parents. I am writing this letter not to blame anyone or not even for justice. Even if justice is met, I am not going to get back my sweet nephew Late Nending Hutto of class IX who always entertained everyone at home particularly his little sisters.
I lost my sweet, little loving nephew on September 13’ 2014, which is unbelievable and no one can imagine that a teenage boy can take such a step. He gave up his life only because he did not want to go back to his hostel where he studied. Reason being that, the teachers of that school brutally beat him up in the name of school discipline just few days before his death, because of which he ran away from the Hostel and came home without informing the school authorities.
Later, it was revealed that such barbaric torture was meted out to him on many occasions. I do not want to mention the name of the school because it is of no use for me and will not serve any purpose to his Mummy and Papa who are passing their days with tears.
Two days after he had come from hostel, the unfortunate parents asked him to go back to school, but my nephew refused right away saying that he will never go back to that particular school because he knew that he will be beaten up again.
At 16 years of age, he chose to give up his life without saying anything.
I would like to appeal to the school authorities, especially the hostel wardens not to harass students in such a way that students find it easier to give up on their lives than to go back to school and hostels.
Let us pray for my loving nephew’s soul so that he rest in peace.

Through your esteemed daily, I would like to draw the kind attention of the concerned authority towards appointment of teachers in private boarding school. In recent past there were many cases of child molestation and sexual harassment in boarding schools in Arunachal Pradesh.
Recently in St Xavier’s International School, Aalo there was one such incident where one of the teachers, Prabat Kumar had sexually harassed and molested many students of the Institution by showing x rated films on his laptop.
